追求水質水量的永續利用,水庫水域及集水區需要有完整多樣化動植物生態環境,是此條件下的最低要求。本專題針對翡翠水庫本身與周圍地域的特殊生態系設計出版物以及系列周邊,幫助人們理解翡翠水庫的生態多樣性與水源從何而來、如何立法保育,從而使民眾對於水資源更加愛護以及重視,開啟民眾對水資源利用、集水區保育治理的認知。

To ensure the sustainable use of water resources in terms of both quality and quantity, a well-preserved and diverse ecosystem within reservoirs and their surrounding catchment areas is essential. This project focuses on the unique ecological system of Feitsui Reservoir and its surrounding regions, creating publications and related materials to help people understand the reservoir’s biodiversity, the origins of its water supply, and the legal measures in place for conservation. By raising public awareness of water resource management and watershed protection, we aim to foster a greater appreciation for water conservation and encourage responsible usage.

​翡翠水庫

翡翠水庫為大臺北地區主要使用之水庫,與同樣供應大臺北地區的石門水庫不通,翡翠水庫以不開放觀光及立法嚴格著稱,也因此該地的水質受到的汙染最少,在臺灣水庫之中名列前茅。

翡翠水庫的大壩區視野遼闊,雄偉景觀歷年最受遊客歡迎,令人心曠神怡。大壩周遭山坡地擁有豐富的動植物相,也是觀察生態、水土保育體驗的良好場所。

與此同時,翡翠水庫也兼具水力發電之功能,與其它火力電廠等相比,無需大量煤炭、石油、天然氣等燃料,有利減少溫室氣體排放,每年的發電量可達222,700,000度,且可減少11萬噸的碳排放量,相當於300座大安森林公園的碳匯量。

Feitsui Reservoir is the primary water source for the Greater Taipei area and operates independently from Shimen Reservoir, which also supplies the region. Known for its strict conservation laws and restricted public access, Feitsui Reservoir experiences minimal pollution, making its water quality among the best in Taiwan.

The Feitsui Dam offers breathtaking panoramic views, making it a longtime favorite among visitors. Its impressive landscape provides a sense of tranquility, while the surrounding slopes are home to diverse flora and fauna, making it an ideal location for ecological observation and soil conservation education.

In addition to supplying water, Feitsui Reservoir also generates hydropower, offering a cleaner alternative to fossil fuel-based power plants. Unlike coal, oil, or natural gas power stations, it requires no fuel combustion, significantly reducing greenhouse gas emissions. The reservoir produces approximately 222.7 million kWh of electricity annually, offsetting 110,000 tons of carbon emissions—a carbon absorption equivalent to that of 300 Daan Forest Parks.

本專題依據翡翠水庫及其周邊地區的特殊生態系,規劃「生態」、「設施」與「人文」三大主題,透過出版物與相關周邊內容,引導大眾理解翡翠水庫的生物多樣性、水源供應過程及其保育法規。藉由提升公眾對水資源管理與集水區保育的認識,進一步培養社會對水資源的珍視與永續利用意識。

This project is structured around three key themes—ecology, infrastructure, and culture—based on the unique ecosystem of Feitsui Reservoir and its surrounding areas. Through publications and related materials, it seeks to educate the public on the reservoir’s biodiversity, water supply processes, and conservation regulations. By enhancing awareness of water resource management and watershed protection, the project aims to foster a deeper appreciation for water conservation and the importance of sustainable usage.

綠 Green

第一冊聚焦於翡翠水庫的生態環境與流域概況,探討水庫周邊的生物多樣性、自然景觀與水循環機制。選擇綠色作為主視覺色彩,象徵蓬勃的生態系統與永續發展的理念,讓讀者深入了解水庫如何與自然共生,以及其在水資源保育中的關鍵角色。

The first volume focuses on the ecological environment and watershed of Feitsui Reservoir, exploring its biodiversity, natural landscapes, and water cycle mechanisms. Green is chosen as the primary visual color, symbolizing a thriving ecosystem and the concept of sustainability. This volume helps readers understand how the reservoir coexists with nature and plays a vital role in water resource conservation.

藍 Blue

第二冊介紹翡翠水庫的基礎設施與運作機能,包括水庫的工程設計、供水系統及維護管理方式,解析其在穩定供水與防洪調節中的重要性。選擇藍色作為主視覺色彩,象徵工業技術與現代工程,展現水庫設施如何結合科技與管理機制,以確保水資源的有效運用。

The second volume introduces the infrastructure and operational functions of Feitsui Reservoir, covering its engineering design, water supply system, and maintenance strategies. It examines the reservoir’s crucial role in ensuring stable water supply and flood regulation. Blue is selected as the key visual color, representing industrial technology and modern engineering, illustrating how reservoir facilities integrate innovation and management to optimize water resource utilization.

黃 Yellow

第三冊回顧翡翠水庫的歷史發展與周邊地區的人文故事,從水庫的興建過程到其對地方社會的影響,帶領讀者感受時間的積累與文化的交融。選擇黃色作為主視覺色彩,象徵歷史的沉澱與人文底蘊,呈現水庫如何與當地居民的生活緊密相連,並成為承載記憶與發展的重要場域。

The third volume traces the historical development of Feitsui Reservoir and the cultural narratives of its surrounding areas. From its construction process to its impact on local communities, this volume offers readers a deeper appreciation of how time and culture intertwine. Yellow is used as the dominant visual color, symbolizing historical depth and cultural heritage. It highlights the reservoir’s close connection to local life, serving as both a reservoir of memories and a driving force for regional development.

集水推廣套組

Catchment Promotion Package

本專題以水庫本身大壩的造型作為主要之發想點,設計推廣套組,除了能夠留作紀念以外也可讓位於學齡的孩童與一般民眾能從套組中學習到關於水庫的故事與各類介紹。

This project draws inspiration from the architectural form of the Feitsui Reservoir dam to create a promotional package. Beyond serving as a keepsake, the set is designed to educate school-age children and the general public about the history, functions, and significance of the reservoir.

集水書冊

Catchment Book

 

三本書冊封面視覺設計結合水庫的水泥要素,並把插畫結合書冊各自主題,第一冊以翡翠水庫附近流域景觀為主;第二冊以水庫大壩區發想;第三冊則以茶園景觀為主題繪製設計。

The cover designs of the three books incorporate the concrete textures of the reservoir, blending illustrations with each volume’s theme. The first book features the landscape of the surrounding watershed, the second book takes inspiration from the dam structure, and the third book showcases the tea plantation scenery, representing the cultural and agricultural aspects of the region.

裝幀設計 Binding Design

裝幀設計在視覺以翡翠水庫大壩外觀作為設計發想,使用水泥質感材質呈現,外層部分設計參考水庫設施和水位標記線,並使用書腰設計表現水的意象;內襯部分則繪製了翡翠水庫集水區正面之景觀;拉頁本則參考水庫洩洪時的外觀,使用風琴折的特殊設計,表現水庫洩洪機能的意象;海報則是以圖表化形式詳細呈現翡翠水庫設施與生態的相關資訊。

The Binding design was inspired by the exterior of the Feitsui Reservoir dam, using a concrete-textured material for an authentic look. The outer design references reservoir infrastructure and water level markings, with a belly band symbolizing the flow of water. The inner lining features an illustrated frontal view of the Feitsui Reservoir watershed. The accordion-style booklet mimics the visual effect of water release during flood discharge, utilizing a pleated folding design to represent this function. Lastly, the poster presents detailed infographic visuals on the reservoir’s infrastructure and ecological features, offering an informative overview.​

結語 Conclusion

​本研究計畫通過近距離考察以籍資料查詢等過程,以視覺化的方式呈現翡翠水庫的故事以及展現其多面性,使民眾在使用水資源時能引起思考,從而產生環境教育之意義。本團隊也計畫將本方案擴展到全臺各地之水庫。

This research project combines on-site investigations with in-depth data analysis to visually present the story of Feitsui Reservoir and showcase its many facets. By doing so, we aim to encourage public reflection on water resource usage, fostering a deeper awareness of environmental conservation. Our team also plans to expand this initiative to reservoirs across Taiwan, broadening its impact on environmental education.
